INTERNATIONAL STUDENTS
CANDIDATES CITIZENS FROM THIRD COUNTRIES TOWARDS EU, WITH OR WITHOUT THE RESIDENCE RIGHTS IN ROMANIA
For candidates from third countries to EU, admission to the Technical University of Cluj-Napoca is carried out exclusively online on the platform provided by the International Relations Office.
The first admission session begins on March 23, 2026, ends on July 28, 2026, and is open for citizens from third countries to EU without the right of residence in Romania.
The second admission session begins on July 20, 2026, ends on September 15, 2026, and is open to citizens from third countries to EU who already have the right to reside in Romania.
In the case of candidates with the right to reside in Romania who hold a work permit, are family members of a Romanian citizen, refugees, stateless persons, or fall into similar cases, details regarding the admission process are available in Annex 6.
I am an international candidate: what spots do I qualify for?
If you are a citizen of a third country to EU with or without the right of residence in Romania and you wish to obtain a Letter of Acceptance, we invite you to participate in the admission sessions legally organized by the Technical University of Cluj-Napoca, on the spots allocated to non-EU citizens. If you are a Romanian from all over the world (see how the specific methodology defines it) you have the places allocated to Romanians from all over the world, as a scholarship holder with or without a monthly stipend and as self-financed. If you are an EU, EEA, or European Confederation citizen, you qualify for the places allocated to Romanian citizens, with and without tuition. If you are a non-EU citizen with a work permit and you meet the legal conditions or you are stateless, benefit from international protection status or are a family member and you meet the conditions, you qualify for the places allocated to Romanian citizens, with and without tuition. See Annex 6 for detailed conditions.
I am an international candidate: do I have to follow the Romanian Language Preparatory Year?
No – if you can prove your knowledge of the Romanian language (under the conditions provided by law) for study programs taught in Romanian or if you wish to follow a study program taught in a foreign language
Yes – if you wish to follow a study program taught in Romanian and you cannot prove your knowledge of the Romanian language (under the conditions provided by law)
At the same time, at UTCN, any international candidate can follow the Romanian Language Preparatory Year, if they wish to do so.
