Candidates from non-EU countries, with or without residence rights in Romania
For candidates from non-EU countries, admission to the Technical University of Cluj-Napoca is conducted exclusively online, through the platform made available by the International Relations Office.
Session 1
23 March 2026 – 28 July 2026
Intended for candidates from non-EU countries who do not hold residence rights in Romania.
Session 2
20 July 2026 – 15 September 2026
Intended for candidates from non-EU countries who already hold residence rights in Romania.
For candidates who hold residence rights in Romania and fall within special categories provided for by law, such as holders of a work permit, family members of a Romanian citizen, refugees, stateless persons or other similar situations, details regarding the admission process are available in Annex 6.
I am an international candidate. Which admission category applies to me?
If you are a citizen of a non-EU country and require a Letter of Acceptance for Studies, you may take part in the admission sessions organised by UTCN for non-EU candidates, for the places allocated to this category.
If you fall under the Romanians Everywhere category, you may apply for the places allocated to this category, with or without scholarship, or as a tuition-paying candidate, under the conditions laid down by the applicable regulations.
If you are a citizen of the European Union, the European Economic Area or the Swiss Confederation, you may apply under the same conditions as Romanian citizens, for either tuition-paying or tuition-free places.
If you are a non-EU citizen and fall within one of the situations provided for by law that allow access under conditions similar to those applicable to Romanian citizens, for example as the holder of a legal right of residence, a stateless person, a beneficiary of a form of international protection, or an eligible family member, you may apply for the places allocated to Romanian citizens. Do I need to attend the Romanian Preparatory Year?
No, if you can provide proof of Romanian language proficiency, under the conditions laid down by law, for study programmes taught in Romanian, or if you choose a study programme taught in a foreign language.
Yes, if you wish to enrol in a study programme taught in Romanian and cannot provide proof of Romanian language proficiency under the conditions laid down by law.
At the same time, any international candidate may choose to attend the Romanian Preparatory Year at UTCN.
