Candidates of Romanian ethnic origin and Romanian citizens residing abroad

Romanians Everywhere are persons falling under this category according to the Romanian legislation in force. For admission to the 2026–2027 academic year, the provisions of Order No. 5552/2024 apply, concerning the study conditions for Romanians Everywhere and foreign citizens within accredited higher education institutions in Romania.

Romanians Everywhere are persons belonging to national minorities, linguistic minorities or native Romanian ethnic groups, or who belong to the Romanian cultural and ethnic heritage, existing in the states neighbouring Romania and in other states, who assume their Romanian ethnic, linguistic and cultural identity before the Romanian authorities, regardless of the ethnonym used; Romanian emigrants, irrespective of whether they have retained Romanian citizenship, their descendants, as well as Romanian citizens residing abroad; persons of ethnic origin who identify themselves as being of Romanian origin and who live outside the country’s borders, registered as another minority in their state of residence, and who, through self-identification, assume their belonging to the Romanian cultural and identity space.” Source: Order No. 5552/2024 of 16 July 2024

Applications are submitted exclusively online, through the admission platform of the Technical University of Cluj-Napoca.

Candidates are responsible for uploading all required documents completely and accurately, in accordance with the applicable methodology and the UTCN regulations governing the organisation and conduct of the admission process for bachelor’s and master’s degree studies for the 2026–2027 academic year.

Place confirmation is carried out in accordance with the admission calendar and rules published by UTCN. Failure to submit the required documents, to upload them to the platform within the prescribed deadline, and/or to fulfil the confirmation requirements (including payment of the relevant fees) may lead to the loss of the place obtained through admission.

By using the online admission platform, candidates accept responsibility for the authenticity of the uploaded documents and for the correspondence between the digital/scanned documents and the original documents to be submitted in their application file.

I am an international candidate. Which admission category applies to me?

If you fall under the Romanians Everywhere category, you may apply for the places allocated to this category, in accordance with the applicable regulations: with scholarship, without scholarship, or tuition-paying.

If you are a citizen of the European Union, the European Economic Area or the Swiss Confederation, you may apply under the same conditions as Romanian citizens, for either tuition-paying or tuition-free places.

If you are a non-EU citizen and fall within one of the categories provided for by law that allow access under conditions similar to those applicable to Romanian citizens, such as holders of a legal right of residence, stateless persons, beneficiaries of a form of international protection, or eligible family members, you may apply for the places allocated to Romanian citizens, subject to the conditions laid down by law. For details, please consult Annex 6.

If you are a citizen of a non-EU country and require a Letter of Acceptance for Studies, you may take part in the admission sessions organised by UTCN for non-EU candidates, for the places allocated to this category.

Do I need to attend the Romanian Preparatory Year?

No, if you can provide proof of Romanian language proficiency, under the conditions laid down by law, for a study programme taught in Romanian, or if you choose a study programme taught in a foreign language.

Yes, if you wish to enrol in a study programme taught in Romanian and do not hold a valid document certifying your Romanian language proficiency, in accordance with the applicable legislation.

At the same time, any international candidate may choose to attend the Romanian Preparatory Year at UTCN if they wish to develop their language skills before beginning their studies.
